    • Subject: Foreign investors (organization/individual).
    • Procedure:
    Step 1: Online declaration and submission Provide details of the project at the National Investment Information System () and obtain an online declaration code.  Submit the dossier to the Receiving and Result Return Division within 15 days and obtain the Notice on Submission and Result Return. Step 2: Assessment The assessment division reviews the validity of the dossier and investor's fulfillment of the requirements  for issuing the Investment Registration Certificate (IRC) and submits for approval (IRC or Request on the supplementation of document or Notification of insufficiency).  Step 3: Result return Receive results at the Receiving and Results Division.
    • Required documents: 01 set

    Investment project proposal (according to Form I.1 provided in Circular No. 03/2021/TT-BKHĐT);

    Copy of ID card, citizen identification card or passport of individual investors; copy of Certificate of Establishment or any equivalent legal document proving legal status of organizational investor; 

    Investment proposal (according to Form I.3 provided in ​ Circular No. 03/2021/TT-BKHĐT)

    Including information on the investors implementing the project, investment objectives, investment scale, investment capital and mobilization plan, location, investment timeline, progress, labor demand, request for investment incentives, project impact assessment,   economic and social effectiveness assessment . Copy of one of the following documents: Financial statements of the 2 latest  years of the investor; financial support commitment from the mother company or a financial institution, guarantee of financial capacity of the investor; financial capability documentation of the investor; Proposal for land use and a copy of the location lease agreement or other documentation confirming the investor's right to use the land at the project location. Justifiaction on the use of transfer-restricted technology, including: name, origin, process diagram; key technical specifications, condition of machinery, equipment, and main technology lines. BCC contract (applying for investment in form of bussiness cooperation contract).  Other relating document of the projects, investment requirements and capabilities as required by law (if any).
    • Processing Time: 10 days from the date of the reciept of complete and valid documents (5 days shorter than regulated term).
    • Administrative Agency: Investment registration authority (Department of Planning and Investment or Management Board of Industrial Parks, Export Processing Zones, High-Tech Zones, Economic Zones).
    • Result: Investment Registration Certificate.
    • Fee: None.
    • Requirements and conditions for administrative procedures:
    Notice on the receipt of documents and result return. National ID card or other legal documents of competent individuals; In case of authorization for the filing, the authorized person(s) must also present one of the following (i) contract with the service organization for the filing and receiving result and introduction letter of such organization for the individual submitting and receiving result; (ii) Letter of attorney as required by the laws.
