EXPRESS OF INTEREST

The Technical Assistance Project “Mainstreaming Small and Medium-sized Enterprise” funded by ADB to BIDV  (TA 9910 – Vietnam) CONSULTING SERVICE Business development solutions to support Small and Medium-sized Enterprises  (TA package: ADB-BIDV-1.1) 1. Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) has now implemented the Asian Development Bank funded Technical Assistance (TA) Project on Mainstreaming Small and Medium-Sized Enterprise with main objective to increase its capacity and enhance efficiency in servings SMEs including women-led enterprises. 2. With expectation of development of synchronous non-financial banking services solution, BIDV would intend to recruit a qualified consulting firm to support business development solutions for SMEs, specifically: (i) Development of online SME portal. (ii) Development of SME training material, delivery and organization of standardized training programs.  3. BIDV would kindly invite eligible contractors to provide consulting services for such this package. The contractors would submit express of interest specifying capacity to provide services as requested (profile, experience and qualification, description of services, similar contract (on-going/completed), list of recently implemented projects, availability of personnel with appropriate competencies).

4. The package will be implemented within 9 months since the signing date. The contractors will be selected in the procurement method of Quality and Cost-based Selection (QCBS) as in the ADB’s Guidelines on the Use of Consultants (version 2017, amended from time to time).

5. The Terms of Reference꧙ for this package will be publically advertised on ADB’s CSRN: and BIDV’s recruitment webpage. 

6. The Express of Interest shall be made in English and Vietnamese and there are at least 06 shortlisted contractors. The Express of Interest shall be assessed based on main criteria as following:  (i) Eligibility – Contractors must be from ADB member countries in accordance with the Guidelines for Use of Consultants for ADB and the Borrowers (version 2017, amended from time to time).  (ii) Conflict of Interest – Contractor(s) must be not related to a conflict of interest as described in the Guidelines for Use of Consultants for ADB and the Borrowers (version 2017, amended from time to time). (iii) Operating License – Contractor(s) must have a business license in the related consulting areas.  (iv) Management Capacity – Contractor(s) must have at least 5 years of experience operating in the related fields.  (v) Technical capacity – Contractors must have expertise related to development financial and non-financial solutions in the banking field, requesting at least 3 similar contracts related to services to implement this package.  (vi) Working experience- Experience and resume of key experts have to be clearly stated when implementing this package.           

7.
